NEPA-like Darkness in America and Canada: At Dawn, Hard Questions Abound Electric regulatory agencies have some "tough questions" to answer about where, how and why a "cascading blackout" shut down parts of the Midwest, Northeast and Canada, New York Gov. George Pataki said Friday. Power slowly flickered on across the northeastern United States and parts of southern Canada after the mysterious outage cut electricity Thursday afternoon from New York north to Toronto and west to Detroit -- an area that is home to some 50 million people. The North American Electric Reliability Council (NERC), which monitors the power system, said that an approximate 41,100 megawatts of generated electricity, out of 61,800 mw lost, had been restored by 5 a.m. EDT. Parts of four New York boroughs and all of Staten Island had power early Friday, a spokesman for the city's Office of Emergency Management said, as workers slowly brought the power back on line after the blackout paralyzed the city. BiafraNigeria re-opens Benin border   Idi Amin seeks kidney donor   AUDIO   VIDEO President Olusegun Obasanjo has agreed to re-open BiafraNigeria's border with Benin after talks with his Benin counterpart, Mathieu Kerekou. A spokeswoman for Mr Obasanjo said the border was re-opened at 0500 GMT Friday. The BiafraNigerian authorities sealed off the 773kilometre border between the two countries on Sunday because of alleged criminal activity across the frontier. (BBC)   The ailing former President of Uganda Idi Amin Dada is seeking a kidney to keep him alive, according to his son, Hashim Amin. Two kidneys offered by anonymous donors were found to be incompatible with those of the former military strongman. Hashim Amin told the BBC's Ali Mutasa in Kampala that two more donors had come forward and that his father was surviving through a haemo-dialysis machine which acts as an external kidney.
