NOA Boss Carpets Elite over Govt's Failed Policies From Okon Bassey in Port Harcourt Failure of government programmes, reforms and policies to sail through and embrace by the citizens is largely due to the activities of some of the elites in the country, the Rivers State Director, National Orientation Agency (NOA), Mr. Andy U. Nweye, has noted. "Government does not come out with any programme without adequate consultation; and those consulted are the same elites and these are the same people who will come out to criticise," the orientation boss observed. He continued, "even the dons in the universities, most of them would come out and openly criticise various government reform programmes, yet when it is time for consultation before a policy is being made or announced, all of them are consulted." "So, I want to say that the greatest problem we have is the elite not appreciating what government is doing because there is no policy or programme of government that does not go through the normal process of consultation," he argued. According to the NOA director, because an elite hates a particular president, governor or local government chairman, he refused to even appreciate what government or authority is doing.
