LG Allocation : Aka-Ikenga Criticises FG

The recent decision by the Federal Government to stop statutory allocation to councils in Anambra State because it is yet to conduct elections into the local council has come under severe criticism by an Igbo socio cultural group, Aka-Ikenga.
A statement signed by the secretary general of the organisation, Mr. Goddy Uwazurike pointed out that the issue of statutory allocation to councils is constitutionally enshrined in section 153 (1)(n) of the 1999 Constitution as a function of the Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC).
According to him, the powers of the RMAFC are also stipulated in section 31 and 32 of Part 1 in the Third Schedule of the same constitution. While directing the Federal Government to urgently release the stopped allocation, the organisation said it was for this reason that framers of the constitution made such legal provisions. Aka-Ikenga stated that section 7 of the same constitution also puts the election, tenure and composition of offices of councils under the purvey of state administration, adding that "it is a rape of democracy to descend on Anambra State all the time."
Citing different instances where the President Olusegun Obasanjo -led Federal Government was either ambivalent or encouraged the perpetuation of injustices in the state, the organsiation pointed at the failed abduction of Governor Chris Ngige and the federal government refused to act.
It also cited the recent judgment delivered by an Enugu High Court Judge which stripped Ngige of his security details, adding that it is yet to obey the order of the Court of Appeal which ordered the return to the status quo.
It said although reason given for the allocation stoppage was the failure of the state governor to conduct elections into the councils in the state, adding that "between 2002 and 2004 council areas were run by interim committees and yet got funds."
The group explained that although Ngige is working hard at conducting elections into the councils, official obstacles blocking him have still not stopped him from pursuing his populist programmes in the state.
