Law to Empower NCC Under Way From Cletus Akwaya in Abuja A new regulatory framework that would empower the National Communications Commission (NCC) regulatory laws in the telecomms sector, is under way. Under the new legislation christened 'Enforcement Regu-lation', it would be an offence for any operator to obstruct, assault or resist or aid another person in the same acts against an official or inspector of NCC in the course of carrying out enforcement functions. Such infringement would attract penalty of N100, 000 or three month imprisonment. In the enforcement regulation also, NC shall have powers to demand test operation of any equipment or facility as well as seal off premises, seize or detain property of anybody offering any kind of telecomm services without the appropriate license in the national interest. Details of the proposed provisions in the expected legislation were presented to the public yesterday for scrutiny by the NCC at a public enquiry in Abuja.
