Reforms: Civil Service Repackaged for Presidential System From Kingsley Nwezeh in Abuja The on-going reforms in the public service is aimed at repackaging the civil service to conform with the Presidential System of government as against the parliamentary system of government which the service was built around says Alhaji Yayale Mohammed, Head of Service. Speaking in Abuja through his Chief Press Secretary Yusuf Addy, who said the service was opening up as against the "closed nature of the parliamentary system. As a democracy, the civil service is being changed to conform with the Presidential system of government. We are also reforming in order to put the right people in the right places." Speaking in the same vein, Permanent Secretary, National Planning Commission, Dr Babangida Aliyu, a member of the Bureau for Public Service Reform said the reform is geared towards streamlining the civil service in line with the presidential system of government. "The civil service must be allowed to appreciate the presidential system, changes in the world economy and globalisation. We should be able to negotiate anywhere in the world. We should be able to appreciate what is going on in the world." Continuing, he said "in other words, we need an educated, knowledgeable and IT-based civil service to conform to the changes". On the planned downsizing of the service, he said reforms may lead to job loss but noted that they will also open new jobs.
