Ribadu canvasses review of constitution

Chairman of the Economic and Financial crimes Commission (EFCC),
Nuhu Ribadu, on Tuesday in Abuja called for the amendment of the
1999Constitution to remove the constraints in the enforcement of economic
andfinancial crimes laws.
In a paper entitled "Problems Associated with the Enforcement
of Economic Crimes" at the ongoing conference of the Nigeria Bar
Association (NBA), Ribadu said that there was the need to amend the Evidence Act,
the Criminal Procedure Act and the Criminal Procedure Code to accommodate the
technological advancement and challenges of the contemporary times.
The EFCC boss also urged lawyers and other judicial officers
to demonstrate the highest ethical standards in the administration of justice.
At another session of the conference, the
IndependentNational Electoral Commission (INEC) was criticised over the conduct
of the2003 elections and the April council polls.
Chairman of the commission, Dr. Abel Guobadia, who
chairedone of the sessions was told by discussants that the electoral body
failed inits responsibility of conducting a free and fair election.
A former don of the University of Benin, Dr. Festus Iyayi,
whospoke on the topic: ''Electoral Malpractices and the Future of democracy
inNigeria'' noted that the system where officials of the electoral body are
cardcarrying members of the ruling political party does not mean well for
democracyin the country.
He said this has caused the electorate to lose confidence
inINEC and its role as an impartial umpire in the electoral process, saying
noofficial of the commission should be allowed to belong to any political
party.
Human rights activist, Femi Falana, also faulted
thearrangement where a sitting president is allowed to contest election
withoutresigning from office.
According to him, this would always create room
formalpractices in the system.
