Council chief seeks review of constitution

A called has been made for a constitutional amendment that
will grant full autonomy to local government administration.
The chairman of Isiala Ngwa North Local Government in Abia
State, Friday Onukwue, argued that what obtains now in Nigeria is local
administration by people who are still considered as state government
officials. He said though some local government officials are elected, they are
being made to lean on the states for certain rights and privileges.
He said a full autonomy for council administration should
grant each council a legal department to advise and defend it against the
numerous legal problems it encounters as it offers its services to the people.
Onukwue also suggested that there should be an
auditor-general and an accountant-general at the local government. He decries
the present system where state accountants-general go to Abuja to represent the
state and the local governments during federal allocations, saying state
accountants-general should be accompanied on such trips by a central local
government accountant-general who knows more about the third tier of
government.
