'Don't Blame Perm Secs on Reforms' From Kingsley Nwezeh in Abuja Following charges of inefficiency characterised the Nigerian Civil Service, the Permanent Secretary, Nat-ional Planning Commi-ssion, Dr. Babangida Aliyu, has defended the role of permanent secretaries, saying they were not to blame. Speaking to newsmen in Abuja, he noted that the reforms would have been started by the permanent secretaries at the first attempt to reform the civil service. "We have received so much bashing everywhere making it look like we are indeed the problem but we are not and we are saying that we are not," he said. Continuing, he added that this has prompted the on-going reforms, noting that "the civil service reforms should have been started by us and driven by us because we are the people who know the actual problem on ground and helping government to reform in order to make sure that we have a civil service that is responding to the changes in the world economy." Aliyu, who is a member of the Bureau for Public Service Reform, noted that the failure of the first attempt to reform the civil service failed owing to the fact that the chief accounting officers of the federal ministries were not carried along, stating that the project died a natural death as a result. On the nature of the reforms, he observed that civil servants would be retrained to conform to the demands of a modern civil service. "We are going to train and retrain a lot of people. Workers would have to understand that just because they joined the system, they cannot sit down and expect to be paid at the end of the month. "They are to be challenged so that they can become knowledgeable in all areas of their work," he said.
