Deregulation: PENGASSAN Indicts FG From Okon Bassey in Port Harcourt PENGASSAN has accused the Federal Government of trying to subvert the deregulation of the petroleum sector, saying that government was insincere of its role in the exercise. The indictment of the Federal Government scheming to undermine the regulation programme was made by the Nigeria National Petroleum Corporation (NNPC) branch of PENGASSAN while reacting to government's plan to lease the PPMC facilities. The group chairman of the NNPC PENGASSAN, Isah Mohammed Kpakogi, in a statement in Port Harcourt said government has failed to evolve necessary confidence measures to make deregulation work in Nigeria. The body frowned at the government's plan to transfer the ownership of the PPMC facilities to their cronies without due process, describing such move as constituting an illegality. The organisation insisted that it would not tolerate the desperation on the part of government that has failed to provide enabling environment for the deregulation to thrive. "Our understanding of deregulation and liberalisation is a legislative facility that encourages competition among the sectors of economy, private and public in a level playing field." "It is through this that monopoly could be broken by the various sectors who are required to put in place such facilities that will support their business." "This can never be the same with the current plan of the government to devalue public facilities to allow influential few to take them over�, the statement analysed." The statement which emphasised that there was no confidence measures on the part of government to make the deregulation work , noted that under deregulated regime, prices are not to be controlled by state fiat; but that government is required to put in place various empowerment policies for the consumers.
