2005 census to cost N34.5bn -Makama
THE
2005 population and housing census will cost N34.5 billion, the chairman of the
National Population Commission (NPC), Chief Samu’ila Makama, has said.
Makama stated this in a paper he presented
at a conference on population and development in Kuru near Jos at the weekend.
The conference was organised by the
National Institute for Policy and Strategic Studies (NIPS).
In the paper entitled: "Challenges
and Imperatives of an accurate census in Nigeria: Issues in Nigeria’s 2005
Population and Housing Census."
Makama said that N115 million had been
spent to conduct four censuses in the country since 1952.
A breakdown of the figures showed that N3
million was spent in 1952; N5 million in 1963; N37 million in 1973 and N60
million in 1991.
In order to make next year’s census cost
effective, Makama said that existing resources and the infrastructure of other
government agencies such as scanners from the Independent National Electoral
Commission (INEC) and vehicles from other ministries could be used on loan.
"Also, under consideration is the lease,
instead of outright purchase of vehicles, computers, copiers," he said.
The NPC chairman said the commission could
also recruit and train volunteers from schools, religious outfits and
professional organisations as field enumerators as a cost saving measures.
According to him, the commission is
exploring the possibility of greater involvement of the private sector in
funding data generation.
"Partnership for data generation between
government, donor community and the organised private sector is an initiative in
this direction," he added.
Makama said that the constitution of
avenues to seek redress and explanation in a census tribunal would be continued
in 2005.
He said that never again would Nigeria
spend a colossal sum of money on a census project and to discard the result just
by mere objection of one interest group or the other.
The chairman called for amendment of the
relevant sections of the constitution.
