How Legislators Encourage Corruption - Obasanjo

President Olusegun Obasanjo yesterday in Port Harcourt blamed the high level of corruption in the country on the beggarly posture of legislators. Declaring open a 3-day National Conference for State Legislators in Port Harcourt, Obasanjo said, "Your disappointing beggarly action has not helped the fight against corruption. Your beggarly action as if you were brought from the pit has not helped the fight against corruption." The conference has the theme: "The Role of State legislators and the Growth of Democracy in Nigeria." The President said that legislators have the constitutional right to go about their business without presenting themselves like beggars. “If corruption is being tamed at the national level, it is not so at the state level, indicating that without being rude and disloyal the legislators can still do their constitutional duties” he said. According to the President, one worrisome problem in the country was that many Nigerians have their own understanding of what is democracy "Democracy means diferent things to different people. We must have an agreed definition of what democaracy is.Is it that you can pass a law that defines what democracy is? Is it the fact that we can vote every four years that defines democracy? It is the blatant way people disregard ethics and principles that defines democracy? "There should be certain ethics and principles that we should all nationally accept that should guide our democracy. “If we want the growth of democracy then that democracy first has to be planted. If it has to be planted, then what type has been planted, if we define correctly what democracy is in the land, the guiding principles of democracy, then the issue of growth would be easy to tackle,” he added. "My own understanding of separation of power is that I must do what I must by virture of the responsibilities conferred on me by the constitution which is that I must uphold the welfare of all Nigerians. "For the legislators, they must do what they must do by the power conferred on them by the constitution for the welfare of the people," he added.
