Marwa Seeks Crime Control Reforms

FORMER Military Administrator of Lagos State retired Brig. Gen. Buba Marwa yesterday canvassed reforms in the nation's approaches to the control of crime.
Marwa said in Lagos: "Security is an amorphous concept encompassing both internal and external threats that stem from the interplay of a multiplicity of factors such as political and civil disorders, endemic division emanating from ethno-religious conflicts, exacerbated by rapid economic changes, unemployment, restiveness and crime."
He referred to his experience as military administrator: "I recall with nostalgia and fond memories my tenure. One thing, with a negative connotation, that will forever linger in my memory however, was the baptism of fire and the unwholesome welcome with which the "men of the under world" heralded my arrival into the state barely within a week of my assumption of office."
He continued: "I remember vividly that fateful day in August, when dare devil armed robbers, in a brazen display of guts and invincibility coordinated and simultaneously staged attacks all over the city starting from Alade market, killed, maimed and carted away goods and left in their wake a trail of blood."
Marwa continued: "Having once been a resident of the city and seen how Lagosians had come to be caged behind fortresses with several layers of huge iron barricades, all in the name of security, I resolved to ensure that they must be liberated from this siege and be free to resume their owanbe parties as usual. I set the target of December, 1996 within which this imperative must be achieved."
He added: "It was against this background therefore, that as soon as I settled down, I convened a security meeting of all stakeholders to fashion out an enduring crime control strategy with a view to regaining the initiative from the armed robbers and restore the once bubbling city to its former glory."
According to Marwa, a holistic approach to crime control does not only involve apprehending and punishing criminals alone but must include their rehabilitation.
He listed strategies to achieving these objectives:
- Eliminating social conditions that predispose people to criminal conduct.
- Improving the ability of the system to apprehend, judge and reintegrate ex-convicts to society so they could lead a productive life and contribute to society's positive growth.
He said: "In this direction, we engaged 'Area boys and girls' whom we called "Good boys and girls' - in various forms of vocational training. Some of them were later employed on full time basis and have to date not relapsed."
