Locally made recharge cards:
GSM operators not ready for Dec. 31 deadline

THE December
31 deadline given by the Federal Government for the commencement of recharge
card production locally by the Global System for Mobile Communications (GSM)
operators, may be shifted as the operators are not ready to meet the deadline.
This indication was somewhat confirmed
weekend by the Minister of Communications, Chief Cornelius Adebayo, during a
facility tour of MTN installations at Ojota-Lagos.
According to the minister, "the
state-of-readiness of some approved companies for the production of recharge
cards locally have just been concluded and the report is yet to be formally
presented to President Olusegun Obasanjo."
Source at the ministry also informed that
given the bureaucratic nature of government the submission of the report may not
hold until later this month, adding that government may not take any action
until next monty (January 2005).
Chief Adebayo, however, expressed
happiness over the expansion plan of MTN.
"I am very much impressed with what I saw
and I believe that they are helping the growth of the industry," he told newsmen
after he was briefly conducted round the MTN switch centre at Ojota.
The minister, who was accompanied by the
permanent secretary in the ministry, and two of his special assistants, said he
would like the expansion of the network to continue with quality of service
improved.
He also expressed satisfaction that during
his tenure the GSM tariff have been reduced drastically by all the operators.
On the Nigerian Telecommunications Limited
(NITEL), management contractors, Pentascope International, the minister
expressed concern over the abysmal performance recorded so far and said that no
Nigerian would be satisfied with such performance.
He, however, noted that though the
contract still has about one and a half years to expire, his ministry may
consider a review rather than terminating the contract, which initially was for
three years beginning from April last year.
Management of MTN led by its chairman, Dr.
Pascal Dozie, and the Managing Director, Mr. Sofiso Dabengwa, were also at the
event which later ended with about an hour closed door meeting between the
Communications Ministry officials and MTN management team, including Chief
Marketing Officer, Mr. Afam Edozie.
