Should the National Electricity Power Authority be privatized?
Total MD Tasks FG on Refineries
From Onyebuchi Ezigbo in Abuja, 12.05.2004
Managing Director of Total Nigeria Plc, Mr. Christian Des Closieres, has urged the Federal Government to ensure the resumption of normal operations of the nation's four refineries by creating the environment for an uninterrupted flow of crude oil to the plants. Closieres who spoke to newsmen at the company's annual competition for the award of excellence in product service held in Abuja over the weekend said making these refineries to function properly and to provide petroleum products locally is one veritable way of curtailing the perennial supply crisis in the downstream sector. "The only way to get the refineries to work now is to secure uninterrupted flow of crude to the facility. This will make product available locally and at cheaper cost", he said According to the Nigerian National Petroleum Corporation (NNPC) four refineries located in Kaduna, Warri and Portharcourt have successfully undergone repairs and Turn Around Maintenance (TAM) but could not resume full operations due to vandalized crude oil pipeline. Commenting on the recent price reduction agreement reached between the Petroleum Product Pricing Regulatory Agency (PPPRA) and FG appointed Committee for the recommendation of Cushioning Measures over fuel price hike, the MD said issues involved in deciding on an appropriate price are complex and mostly not within the control of the marketers. On why reduction of crude oil prices at the international market has not affected the local price level, Closieres said product price is not only a derivation of cost of product but is also dependent on the existing template at the port of entry. "We understand the difficult position of government as regards the implementation of reforms in the downstream petroleum sector, especially fuel prices and that was we accepted the agreement on price as a sacrifice for peace", he said.
