Cabotage Generates 5,000 Jobs for Nigerians -Agu
From Onyebuchi Ezigbo in Abuja, 12.05.2004
About 5,000 Nigerians have become gainfully employed in the Maritime sector as a result of the enactment of the Cabotage law, Director General of the Nigerian Maritime Authority (NMA) Mr. Ferdinand Agu, has revealed. In an interview with THISDAY in Abuja at the weekend, the DG noted that the country has made significant progress, particularly in the area of sea faring. "We have made significant progress, particularly in the area of sea faring. We have about 5000 Nigerians working in the offshore supply and support industries as seamen, officers and ratings. They could probably have another eight dependents each. So, you are looking at the neighbourhood of 40,000 people," he said. Agu who was reacting to criticism by some stakeholders that the law has not brought the expected dividends to the country, said the legislation on Cabotage was basically intended to "create a framework that would give Nigerians an opportunity, first, for increased participation in the delivery of shipping service on our coastal and inland waters, and eventually, for them to dominate that segment of the market, and ultimately, for them to control it". He the law has secured the territory in order to encourage increase participation and eventually lead to domination and control of the maritime sector. But he said the Lawmakers took steps to mitigate any possibility of dislocating vital services, by introducing an element of gradualism in the implementation. "This gradualism is embedded through the instrumentality of a waver, which basically means that on the surface Nigerians should control the business. But, where there is capacity inadequacy, either in terms of the human element, by way of crew, or facility, by way of vessel ownership, or capacity for vessel building, then foreign crew, owners or builders could be allowed to participate", he explained.
