Bill On Procurement Commission Out Soon -FG

A new Bill aimed at streamlining public contracting is to be presented to the National Assembly for enactment into law. The bill, when passed, will pave way for the establishment of Public Procurement Commission, an agency that would take on some of the functions being undertaken by the Budget Monitoring and Due Process Unit in the Presidency, headed by Senior Special Assistant to the President, Dr.(Mrs.) Obi Ezekwesili. Ezekwesili, who disclosed this to THISDAY at the weekend said Presidency was eager that the bill be passed to further strengthen the anti-corruption drive, since contracting had been identified as a major source of public sector corruption. She said a stakeholders meeting on the bill would be convened by the President on December 13, during which Principal Officers of the National Assembly, members of the Federal Executive Council (FEC) and other relevant stakeholders would make inputs, as well as get acquainted with the draft provisions of the bill. She said the final recommendations would be tabled before FEC for approval before being submitted formally to the National Assembly. she decried attempts by some ministries to circumvent the laid down guidelines for award of contract, saying the non-compliance was responsible for the low performance of some ministries and extra-ministerial departments. Ezekwesili distanced her unit from delays in issuance of due process certification, a necessary requirement for the FEC to approve contracts adding, those agencies complying with due process requirements usually had their contracts cleared within seven days. She warned public officers who wait for the tail end of the year to rush their contract process for some selfish purposes to desist, as shortage of time would not in any way be an excuse to pass the contracts without due scrutiny.
