Kano state House of Assembly has passed a
resolution, calling on the state government to call the attention of Kano
State Poligrims Walfare Board (KSPWB) to execute the powers conferred on it
to regulate the activities of travel agents during Umrah/ Hajj operations in
the state.
Passing the resolution, the Speaker of the
House, Hon. Balarabe Saidu Gani said doing so would help towards sanitizing
the activities of bad agents as well as reviving the good image of the state
and the country at large.
Moving the motion eailier, member representing
Dambatta Constituency, Hon. Idris Haruna Zago, had explained that it is a
known fact that both Hajj and Umrah are acts of worship but some bad
elements among the agents whom trust was vested on by the travellers have
for long been bringing a set back to the issues.
Hon. Zago however, described the attitude as
unfortunate which got rooted due to lack of proper scrutiny and screening by
the agencies concerned.
He therefore, advised the House to pass a
resoltuion that would ensure a proper screening by KSPWB on any intending
person willing to go for Umrah, adding that this would go along way to
checking the attitude of bad characters involved in the operations.
Seconding the motion, Hon. Aliyu Shuaibu
Mukhar representing Kano Municipal highlighted the House that such problems
are more apparent and worst during Umrah operations.
Hon. Mukhtar who is the deputy speaker of the
House lamented that those bad agents have for years been defraunding the
intended people going for the Umrah the situation he described as mistrust
which is comon among the travelle agents.
He therefore, opined that the travelled
agnecies should register with KSPWB to ensure that all the affiliated agents
are trustworthy and also screened the travellers so as to make sure they are
travelling only to perform Umrah not other social vices.
Contributing, the chairman judicial committee
of the House, Barrister Abdurrazak Ismail pointed out that the duty of
KSPWB to sanitize both Hajj and Umrah operations was already enshrined in
section 10 subsection (1) cap 110 of the KPSWB Law of Kano state 1977.
He added that a court is also in existance to
purnish whoever commits an offence at the holy land but it is not working on
Umrah, and hoped that the state government would call on the KSPWB to be
very strict.
Also contributing, a member representing Bichi,
Hon. Ibrahim Muazzam \, said it is necessary to support the motion and as a
matter of urgency the authority concerned should perform its statutory duty
in regulating the performance of Umrah.
He revealed that different social vices are
being performed while in the Holy land such as conveying the disabled for
begging, involving small children in accident to claim compensation by
heartless people.
He said these would bestopped thorugh proper screening which
could be supervised by the KSPWB.
