Due Process Unit Clears N13bn Projects in November

Due Process Unit in the Presidency has cleared capital projects worth N13 billion as at end of November. The projects were part of the N18 billion projects forwarded to the office for review as at October ending. The Unit headed by Senior Special Assistant to the President on Price Intelli-gence and Budget Monitoring, Mrs. Obi Ezekwesili, is charged with the responsibility to vet contract processes by federal ministries and agencies before approval by the Federal Executive Council. It has worked to ensure that government gets the best value for money and that contracts are awarded under transparent and competitive processes. Statistics on impending contracts under review in the Unit obtained exclusively by THISDAY showed that 320 projects worth N164.8 billion representing 52 per cent of the capital budget in the 2004 fiscal year had cash baking. In the budget, N349.80 billion was voted for capital projects out of the N1.16 trillion total estimates. The statistics showed that out of the 457 reviewed, 298 have been only certificated, 79 not certified while 78 others were awaiting right of reply. Ezekwesili, who spoke with THISDAY, said her Unit was working to ensure that projects brought forward for review were cleared within seven days. Ezekwesili blamed some ministries and agencies for deliberately delaying processing of contracts with the intent to pressure her Unit and by pass the due process mechanism. She asked why heads of ministries did not commence advertisement of bids when the budget was approved in April only to complain in December of inadequate time to follow due process in the award of contracts. "You are required to advertise a project, if you did not advertise a project, six months into the passage of the budget in April, it means that you've already lost 6 months. “You can't regain it. They have to still do the advertisement, get their pre-qualification done, do their recommendation of who the winners should be before they then send to us," she stated.
