MONDAY, DECEMBER 13, 2004           Speaker harps on constraints of assemblies Alhaji Muhammadu Dantani, Speaker of the Kebbi state House of Assembly, has said that lack of financial autonomy to state assemblies hampers their effectiveness. He said the situation was responsible for their inability to check the profligacy of governors in the country. Fielding questions from newsmen on Wednesday in Birnin-Kebbi, Dantani said that the state Assemblies should not be blamed because of the predicaments of autonomy in finances, as well as poor funding and delay in the release of approved funds by the executive arm. �We are only being blamed for not checking governors, so what can we do in a situation whereby we relied on such governors to allocate money to us for our daily operations?�� he asked. According to him, for the assemblies to discharge their responsibilities as required by the constitution, financial autonomy ought to be granted. �It is a known fact that, without financial autonomy to the assemblies, check and balances of the governors will not be attained,�� he said. The Speaker was commenting against the backdrop of President Olusegun Obasanjo�s recent criticism against state assemblies over their apparent inability to effectively check their governors.
