Nweke, House Resolve Ecology Funds Dispute

The altercation between the House of Representatives Committee on Emergency and Disaster Preparedness and the Minister of Intergovernmental Affairs, Mr. Frank Nweke, over the Ecological fund, was yesterday amicably resolved. The Hon Jerry Ugokwe led Committee had insisted it was unconstitutional for the Minister to disburse ecological funds without appropriation and summoned him, the budget office and the Secretary to the Federal Government over the matter. When Nweke appeared yesterday, he went into history of how the fund was created and argued that the President had the power to disburse the funds without appropriation by the National Assembly. He referred to relevant sections of the Constitution to back up his position. However, the adamant lawmakers said it was unconstitutional for any money from the consolidated revenue of the federal government to be spent without appropriation. In the, end, the Minister capitulated and said he was committed to the progress of the country and was willing to submit a budget to them as the law required since in the event of a clash of any ordinance with the constitution, the later prevails. He said he projected to get N17, 843.075.536.79 from the 1.46 percent of the federally collectible revenue of the government while he projects to spend N16, 040,000,000.00 within the 12 months of the year 2005. Although the Committee insisted that he must formally forward his budget to them for consideration and approval. Nweke submitted his projections on how he was going to spend the money accruing to the fund. According to him, N4 billion would be spent on soil erosion and flood control, N3.5billion on coastal erosion Management, N2 billion on draught mitigation and N1.55billion on desertification control.
