SOKOTO—The Sokoto State government has proposed a budget of more than N32.373 billion for 2005.
Gov. Attahiru Bafarawa at the presentation of its budget proposal to the state assembly said it would be financed from statutory allocation of N21.87 billion, Value Added Tax of N2.498 billion and an internally generated revenue of N2.89 billion among others. The governor said that N4.385 billion would be used for personnel cost, N4.69 billion as overhead and consolidated revenue fund was allocated N1.6 billion.
The sum of N584 million is to be used for internal debt servicing and N18.77 billion is to be transferred to capital fund while N2.36 billion is for servicing of external loans drawn. The economic sector got the lion share of N7.6 billion in sectoral allocation. The state government budgeted N22 billion for its services last year.
In a related development Rep. Altine Kajiji (ANPP-Sokoto) has advocated adequate funding of the agriculture and education sectors by the federal government to curb poverty in the country.
"Without giving substantial money to these sectors, how can you eradicate poverty?" he asked. "We don’t want rhetorics, without money NEEDS and SEEDS will fail," Kajiji told newsmen in Sokoto.
"Allocating more money to these vital sectors will provide more job opportunities, hence eradication of poverty," the lawmaker added. Representing Yabo/Shagari federal constituency, he stressed the need to make every Nigerian meaningfully engaged.
"Our problem in Nigeria is lack of education. Lack of skills and knowledge. You can never have anything for nothing. You have to acquire the required skills. We are abundantly blessed."
Kajiji, however, noted that Nigerians did not want to take responsibilities, adding, "they literally live on exports." "I am not trying to defend the government but it is the bitter truth," he enthused. According to him, another problem with Nigeria is insincerity by the leaders, saying: "people don’t see their fellow human beings as partners."
