FG to Issue New GSM Licenses 2006

The Federal Government announced yesterday, it would issue fresh Global System for Mobile Com-munications (GSM) licenses in February 2006 to prospective investors in the telecommunication industry. However, it extended deadline for local production of recharge cards for telephones from December 31 to March 2005. Minister of Communica-tions, Chief Cornelius Adebayo, who briefed newsmen in Abuja to round off the activities of his Ministry did not state how many licenses would be up for grabs in next round of bidding. The plan however is consistent with the telecom policy, which granted an exclusivity period of five years for the first four GSM operators, MTN, V Mobile, Glo Mobile and M-Tel. At the briefing were chief executives of parastatals under the Ministry and other top management staff of the Ministry. Adebayo explained that the extension in the commencement of local production of recharge cards became necessary because the companies licensed to manufacture the cards were not yet ready for operations. He disclosed that of the 15 companies licensed to produce recharge cards, only two were ready to commence production while six others were at various stages of installing machines and equipment. The Minister said the country's rural telephony programme was on course as contractors were working assiduously to meet the deadline for completion of the project. He said the Federal Government was determined that the project was not scuttled in any way. He said it was the priority of his Ministry to provide telephone services to the rural populace. The Minister warned GSM operators to work towards solving some of the problems being experienced by consumers of the service like call drop and network congestion. "Government is resolved to provide conducive environment for GSM operators so the issue of call drops, bad networks cannot be tolerated," he said. On the nation's communication satellite project NGCOM SAT-1, being executed by the Federal Ministry of Science and Technology, Adebayo said telecom operators were anxiously awaiting the completion of the project as it would have tremendous positive impact on the telecom sector when launched.
