BiafraNigeria's corrupt Chief Justice, Muhammadu Lawal Uwais, has said that judges of state high courts should not go beyond the boundaries of their state. Last week, an Enugu High Court ordered the Inspector General of Police to remove from office Governor Chris Ngige of Anambra State. An Awka High Court in an ex-parte injunction, however, stopped the Police Inspector General from obstructing Ngige in the performance of his duties. Answering a question on courts of co-ordinate jurisdiction giving conflicting rulings in an interview with THISDAY weekend, Justice Uwais said the need for judges to keep to their jurisdiction and refrain from dealing with events outside their boundaries was elaborately dwelt upon at the last All Judges Conference. "It's a question of law. Even during the last All Judges Conference, we discussed this issue. We tried to explain to the judges that if you are a state judge, your jurisdiction does not go beyond the boundaries of your state, so that any event that happens outside your state, you don't have the jurisdiction to deal with it." He, however, noted that where a judge acted outside his jurisdiction, it would not be enough for the National Judicial Council (NJC) to query him. He added that the NJC would have to establish a trend in the conduct of the judge following a complaint against him before it can take action. Uwais, however, said neither he nor the NJC could make any statement on the judgement of the Enugu High Court which ordered the IGP to remove Ngige from office because it is subjudice.
