...Controller Blames Congestion on Criminal Justice System Lagos By Ben Nwabuwe Controller General of Prisons, Mr. Abrahim Akpe, has blamed congestion in prisons on the delay of proceedings by the Criminal Justices System, calling on the body to hasten trial of pending cases.. He said this, yesterday in Lagos at the closed roundtable colloquium on Prison Service and Nigerian Prison in a Democratic Nigeria, organised by the Victims, a human right organisation whose activities have been geared towards giving succour to the underprivileged. The Controller General who was represented by the Deputy Superintendent of Prison Ogun State, Mr. Sunday Atoyebi , added that congestion is the product of long awaiting trials. "According to the prison statistics August 2003, out of 40,442 inmates in the prison, 25,386 inmates or 63 per cent are awaiting trial. One may now ask, where the problems lies? One notable instance is the delay by the Office of the Director of Public Prosecution (DPP) in returning files refer to it by the police. In some cases there is shortage of Counsels to handle these cases", Atoyebi explained. He further explained that the Office of the DPP sometimes accuses the police for not concluding their investigation promptly. He attributes other factors to some cases that involves scientific investigation, such as cases involving Indian hemp or drugs and the case involving possession of ammunitions. On the detention of young children in adult s prison, Atoyebi said he has no statistics, stating that if there are, that only NGO can give accurate account. He urges private individuals, companies and philanthropic organisation to come to the aid of government in prison management by teaching the inmate hand works and trades.
