Treat Looted Funds as Terrorists Money - Masari

Speaker of the House of Representatives, Alhaji Aminu Bello Masari has called on governments of Europe and American nations where looted funds are siphoned by African leaders to treat the monies as "terrorist funds," as a way of discouraging such practices.

The Speaker further argued that such measure would make it easier to repatriate such funds and erase the much held view that Europe was "a willing recipient of stolen public funds from Africa although it continues to describe African Leaders as thieves and corrupt people".

Masari expressed this view while in Italy on a working visit to the Speaker of the country's House of Deputies, Pier Ferdinado Casini and other Principal officers.

He also canvassed the cancellation of interest and penalties on debt owed Western governments by Nigeria, to enable the country concentrate on repayment of the principal sums owed. He added that this suggestion since was the only way the nation could repay its $32 billion debt.

According to a Statement by the Speaker's Special Adviser on Media, Mr. Austin Iyashere who was with him on the trip, Masari also advised foreign countries not to foist reforms on developing countries but to allow them march on at their own pace.

The Speaker said it was no more tenable for countries to hide under the excuse that their financial laws do not allow them to impound stolen funds from Africa.

"We have seen European countries move swiftly across the world to impound funds even remotely suspected to be linked to terrorists. They have done so without any internal laws impeding them", he asserted.

He said the poor response of developed countries in the case of stolen funds from Africa was breeding suspicion that Europe was conspiring with thieves to ruin African economies.

"It is difficult to understand how the receiver of stolen goods can justifiably accuse his benefactor of theft," he said.

Insisting that European businessmen connive with African leaders to loot treasuries, he asked the countries to impress it on their businessmen to be honest and upright.

Masari also called on his counterparts in the Italian Parliament to lead the crusade against withholding stolen funds belonging to nations whose people still wallow in poverty.
