INEC plans bill to amend Electoral Act

A NEW bill aimed at amending the Electoral Act will soon be sent to the National Assembly by the Independent National Electoral Commission (INEC), says the agency's chairman, Dr. Abel Guobadia.

He spoke on Wednesday at a seminar organised by the electoral commission and the Federal Capital Territory (FCT), Abuja.

According to Guobadia, the series of workshops and seminars held after the 2003 general elections gave credence to the need for electoral reforms.

He said that the need to improve on the electoral process and entrench good democratic ideals had been accepted by all stakeholders.

"It should not come to anyone as a surprise that INEC is at the forefront of seeking ideas to improve the process. The commission is the main electoral management body in Nigeria and, as such is a major stakeholder in the process," he said.

Guobadia noted that INEC, as a product of the Constitution, should identify the areas where there were shortcomings and the need for review.

He said: "From the series of national and state seminars, workshops and consultative fora so far held, there appears to be a consensus on key areas of the process that are in need of urgent attention."

The chairman said that since the process of amending the Constitution was more complex and time-consuming as against the passing of Acts, which were more easily repealed or amended, the commission preferred to seek an amendment of the electoral laws.

Guobadia observed that political parties sometimes flouted their codes of conduct as there were no laws to enforce them.

He warned that after the proposed amendment, non-compliance and infringements would be met with severe sanctions.
