ASUU rejects new bill on varsity autonomy

UNIVERSITY teachers have picked holes in a move by the Federal Government to initiate a new bill on autonomy for the ivory towers.

They said in Lagos that the bill was an "attempt to muzzle it and frustrate its struggle for the sustenance of the nation's university system."

The national President of the Academic Staff Union of Universities (ASUU), Dr. Abdullahi Sule-Kano, stated this at a news conference addressed on his behalf by Dr. Yomi Akinyeye, on Wednesday.

President Olusegun Obasanjo had on July 3, 2003 signed into law the University (miscellaneous provisions) Bill 2003, which gave autonomy to the universities.

"Under the 1999 Constitution, before any law is amended or repealed, it has to be operational for sometime. But in this case, the Act has not even been implemented and the government wants to enact another law on university autonomy" Sule-Kano said.

The ASUU boss urged the Federal Government to implement the Universities Act 2003, instead of initiating a fresh bill which, he said would negate the essence of university autonomy.

Sule-Kano, who described the attempt to duplicate the Act as unconstitutional, noted that it was a calculated effort to clamp-down on ASUU.

On the National Housing Fund, he alleged that about N150 million deducted from the salaries of UNILAG academic staff had yet to be remitted to the appropriate quarters by the university authorities.

"This had made it difficult, if not impossible for our members to enjoy mortgage facilities to own their houses," he said.

He implored the authorities to remit the funds without further delay to avoid any industrial action.
