NFA Restructuring Panel Given 12 Weeks
From Juliana Taiwo in Abuja
The Minister of Sports and Social Development, Col. Musa Mohammed (rtd) has given the Nigeria Football Association (NFA) Structure Reform Committee 12 weeks to submit its report. He said this length of time was given the body because of the enormity of 'the assignment before it.'
The Minister, who inaugurated the 17-man body in Abuja yesterday, said the thrust of the Federal Government Reform Agenda is to position and professionalise the Public Service for greater efficiency, effectiveness in service delivery, accountability, transparency and overall national productivity. "The NFA is a Public Service of the Federation. Therefore, this exercise, which you have been called upon to undertake, is consistent with current reform initiatives of Government.
The mission statement as adopted at the last Presidential Retreat on Service Delivery is 'to build a Civil Service that is performance and result oriented, customer-driven, investment friendly, professional and technologically driven, accountable, fostering partnership with all stakeholders and committed to a continuos improvement in the conduct of government business and the enhancement of overall national productivity," he said.
Musa said the administration of football and management fits perfectly into the mission statement. He said the setting up of the committee would douse the perceived anxieties in Nigerians who have accused government of nonchalance.
He said the review of Decree 101 should bear in mind government's involvement in funding football in view of its decision to stop funding sports directly due to other competing demands. "The construction of sports facilities and their maintenance currently gulp enormous amounts. The committee should bear in mind the legal due process that is involved in the review of the decree.
He stressed that the terms of engagement of staff including the Secretary General of the NFA should be critically looked at among other terms of reference which are divided into administrative (review decree 101, manning levels of the present structure, staff entry point and qualifications, terms of engagement of staff including SG and accelerated privatisation and liberalisation of the NFA), technical (review the present league structure, review the present challenge cup structure and review the youth development football) and funding (review and propose marketing reforms of NFA programmes, review all existing sponsorship arrangements in the NFA).
In his response Alhaji Babayo Shehu assured the minister that the committee is committed to the task ahead and would ensure a thorough job would be done at the end of the day.
