Constitutional procedure impedes council creation in Warri— Elue

Delta State government has attributed its inability to create new councils in the disputed Warri areas for now to the strictures involved in the exercise.

Deputy Governor Benjamin Elue, who disclosed the government’s handicap on the matter, declared that government’s hands are tied.

The Ijaw people in the three Warri council areas have been clamouring for separate councils for them, especially in Warri North and Warri South West, a situation they have insisted will restore peace to the area.

Elue, who spoke on behalf of Governor James Ibori when a delegation of the Senate Committee on the Nigerian Navy paid him a courtesy visit in Warri, said: “ Of course, our hands are tied in terms of constitutional procedure. If they want a local government and if it were possible to create without going through all the rigours, we will do it if only to bring peace.

“But now, our hands are tied. What we can do to address the agitation, we are doing it right now politically”, he told the senators led by Senator Mohammed Ohiare.

He urged the senators to go round Warri and assess the situation on ground objectively “so that you can address them at the highest level of law-making”.

The deputy governor also drew the attention of the lawmakers to the efforts of the state government in tackling criminal elements, who have infiltrated the ranks of agitators against official neglect.

“We want to separate all these criminals and deal with them so that if you come and collaborate with criminals to steal oil, the law will deal with you. If you go and vandalise the oil pipelines, you are a criminal and that is a criminal act and we will deal with you according to the laws of the land”, he stated.
