Proposed N3.5bn Lagos power plant awaits EIA review

PLANS to boost electricity generation and supply through an independent power production initiative in Lagos may have to tarry awhile until stakeholders appraise its likely environmental effects and mitigative measures being proposed by the promoters.
The Energy Company of Nigeria Limited, a subsidiary of Negris Limited, is planning to generate and add 27 megawatts of electricity to the National Grid from a $25 million (about N3.51 billion) gas fired turbine power plant to be located in Agodo Segun, Community, Odogunyan, in Ikorodu Industrial Estate.
Feelers from the public display of an Environmental Impact Analysis report of the proposed project, however, revealed that while stakeholders are upbeat about the desirability of the project, they want the promoters to guarantee that they would address certain issues that could impact negatively on the environment and the people of the area.
One Dr. Unyime Udo Umo of PIN Consult, Surulere, for instance, in a comment expressed the hope that the mitigative measures proposed in the EIA report would be carried out to the letter in order to address the attendant impact on the socio-economic and health condition of the local population.
He noted that the presence of some industries in the Ikorodu area has had a negative impact on the environment, as a lot of them are discharging effluents into water, and release injurious emissions into the atmosphere, saying: "A further negative impact (on the environment) would be most disastrous, thus unwelcome."
Prepared by the firm of 'E' Systems Limited, the EIA disclosed that the proposed project would impact on air quality, land use, soil quality, vegetation, and water quality before, during and after the construction of the power plant.
It proposed that mitigation measures be built into the engineering design for gas distribution project during construction and operation.
A pressure reducing and metering station, slam shut valve, insulators along distribution lines, voltage control measures, and fire prevention and curtailment equipment, have been built into an Environmental Management Plan.
