Census Maps: Surveyors Condemn Procurement Procedure Lagos By Bennett Oghifo National Population Comm -ission (NCP)'s plan to contract out production of maps for the 2005 census through sources other than the Federal Survey has been condemned by the Nigerian Institute of Surveyors (NIS). NPC recently called for tenders for the production of maps for use in next year's population censors. "Survey or mapping is in the exclusive list, and statutorily, it is only the Federal Survey that can produce maps in the country. We know the Federal Survey is poorly funded but the NPC should have consulted either the Federal Survey or the NIS or both, to ensure that the right professionals are contracted and to ensure that the job is properly supervised," said Francis Overare, President, Nigerian Institute of Surveyors,. Overare said the maps sought by NPC are voluminous and the NPC lack the manpower to supervise its accurate production. "They are national maps that would be useful to the country in future, we suspect that these maps would be used for the head count and discarded because the NPC lacks capacity to store them." Overare said the NIS is not advocating that the contract be given to its members but that they should be included in the team mainly to supervise the production of accurate maps.
