Two Arrested Over Import Scandal

A foreigner and Chief Executive of Limex Global Industries Limited, Mr. H. Kanbil, and a freight forwarder, Mr. E. Irikife, have been arrested by the Nigeria Customs Service (NCS) over the allegation of importation of finished detergents.

A reliable customs source told THISDAY that the two were picked up early this week over their role in the importation of the items declared as chemicals in what the Service alleged was a clear case of deception.

Under government fiscal policy, importation of detergents is prohibited.

The Service had last week sealed off the company's premises and also detained 96 40ft. containers suspected to be detergents but which the firm claimed were chemicals.

Arrest of the Lebanese national and the agent was ordered by the Comptroller-General of the Customs Service, Mr. Jacob Buba, who was said to have expressed dismay over the allegation levelled against the importer.

Customs is suspicious that the firm has for long now been importing detergents under the disguise of chemicals.

Acting on a tip-off, headquarters of the Service had last week sent a crack team, led by an Assistant Comptroller-General, Alhaji Rabiu Adamu, to investigate the company's activities.

Investigations revealed that about 75 per cent of what the firm imports is finished product while 25 per cent is the chemical it adds to the detergent to get it ready for use.

Our source said that in the view of the Customs, this is a violation of the import procedure, an indication that the firm may have to pay duties for the remaining 75 per cent content believed to be finished products.

Manufacturers who bring in raw materials enjoy lower duties to encourage industrial growth.
