Odili stalled sale of NAFCON, says BPE

The Director-General, Bureau for Public Enterprises (BPE), Dr. Julius Bala, has blamed Rivers State Governor, Dr. Peter Odili, for stalling the sale of the National Fertiliser Company of Nigeria (NAFCON) in Onne.

He also added that N9.6 billion is required to pay the disengaged workers of the company.

Bala who spoke at an interactive session organised by House of Representatives Committee on Industry to resolve the dispute between NAFCON’s former staff and the management said Odili’s failure to sign and issued the Certificate of Occupancy (C of O) for the land on which the fertilizer company is built over 20 years ago, has discouraged prospective core investors.

He said despite promises made by the governor to sign the C of O eight months ago, the BPE is yet to receive the document and other title deeds for the property which will hasten the sale of the company and pay off the disengaged workers.

Bala expressed regret that the disengaged workers are suffering. Their chairman, Cornerstone Amadiree, complained that some of them have died with some facing family problem. He said the full disengagement entitlement comprised N6.4 billion terminal benefits, N1.4 billion contributory pension, N86 million outstanding allowances and N27.5million monetised payments.

The Minister of Industries, Mohammed Mogaji told the committee and the ex-workers that their benefits ought to be paid from the privatisation proceeds, but that failure to meet last June deadline earlier agreed to pay the money was due to the inability of the preferred bidder to pay BPE.

He however, promised that the bulk of the money would be paid as soon as the privatisation of the plant is concluded.

Chairman of the ex-staff, Amachree, asked whether it is beyond the government to spare NAFCON N10 billion to pay off the workers.
