General J.T Useni dispensation (1993-1997) in Abuja. <P>According to sources, up to the time of Air Vice-Marshall Hamza Abdullahi (1987-1989), there was restraint in Area Eleven as the minister was in firm control and was not interested in land allocation. <P>Some former bureaucrats noted that what helped the Hamza administration was its focus on the completion of abandoned building projects rather than initiating new ones. <P>"So, acquisition of plots of land for new projects even for individuals was not rampart then," one of the old bureaucrats said. <P>Then, public confidence in the reality of Abuja was not remarkable, as only four ministries were partially operating, namely, Trade and Tourism; Agriculture and Water Resources; Internal Affairs and the FCT. <P>Accordingly, "the bubble burst" under General Nasko, when powerful bureaucrats, including a quartet of directors and one deputy director, called the shots. <P>These directors and deputy directors reportedly constituted members of General Nasko's kitchen cabinet. <P>It was said that two novel but abused concepts of Corner Shops and Accelerated Development Programme (ADP) in land matters emerged under the Nasko administration. The Corner Shop project was borrowed from Kaduna but corrupted in Abuja. <P>The idea of Accelerated Development Programme was reportedly conceived to beat the complex procedure of plots acquisition. Under the scheme, developers could acquire plots to build within three to six months after which title deeds - Certificates of Occupancy (C of O) and Rights of Occupancy (ROD) would be issued. <P>The deal gave birth to many big estates in Abuja, especially on some green reserved areas that the current Minister of the FCT, Malam Nasir el-Rufai has been labouring to reclaim. <P>The Corner Shops concept that carries no title deeds led to the regime of bastardisation of Abuja, as a fast growing shopping complex city in Nigeria today. <P>In the same vein, the Accelerated Development Programme led to the chains of shopping complexes behind the old Wuse Market on Herbert Macaulay Way in Zone 6, Wuse. All the big estates along that line were accountably products of ADP, which the Planning and Survey Department under Nasko pioneered. <P>The Guardian also learnt that the same ADP idea led to acquisition of plots for some of the big hotels in the city, with one of them being erected on the plot originally earmarked for Abuja's only Night School in the master plan. Malam el-Rufai is said to be struggling to reclaim a portion of the hotel. <P>The ADP programme was also said to have led to allocation of plots where ACB, New Nigerian Bank, Goodness House and Revenue House (FIRS building) are located in Zone 5 near the famous Berger junction. <P>"These plots were originally marked for primary occupation operatives such as tailors, cobblers, etc. in the master plan of Abuja," a source said. <P>A panel set up by Malam el-Rufai's predecessor, Mr. Mohammed Abba-Gana, to investigate the extent of illegal structures reportedly confirmed all these. The panel was headed by Dr. L. Ofoegbu, director of education in MFCT now FCDA. <P>Investigation also revealed that the Corner Shop and ADP ideas were remarkably worsened by the Lt. General Jeremiah Timbut Useni administration, which retired the "powerful bureaucrats" allegedly on concocted security reports against them. <P>The Useni administration, said a source, "allocated all the available plots, from corner piece to green zones, even in Phases II and III" that up to now have no infrastructure. <P>Most of the beneficiaries later sold the plots. <P>Lately, the el-Rufai administration discovered that the eleven-month regime of Major General Mamman Kontagora (retd) could also not be exonerated, especially in his last days in office. <P>A panel is still sorting out how each administration was involved in land scams in Abuja <P>Malam el-Rufai said last Wednesday that Success, an engineer, who is already in the Economic and Financial Crimes Commission (EFCC) net, has a printing press for producing fake Certificates of Occupancy in Kaduna. <P>One of the administrations is implicated in the biggest scam involving some members of the Federal Executive Council (FEC) and presiding officers of the National Assembly, among other big shots. <P>The el-Rufai administration in September last year, reportedly discovered a land file, which showed that N850 million was spent through a Council memo to develop infrastructure - water and sewer lines, access roads and telephone facilities for only 12 plots allocated to 12 members of the administration, especially ministers. <P>The syndicate produced under that regime, allegedly sold fake Certificates of Occupancy to some principal officers of the last session of National Assembly, some of whose houses have been marked for demolition as a result. <P>Meanwhile, the syndicate was said to be operating in collaboration with officials from MFCT, FCDA and the Area Councils. <P>The land syndicate operations in FCT has compelled el-Rufai to apply for a special office of the EFCC within the premises of the FCT Complex in Area Eleven, Garki. The office, last used by the Minister of State, FCT, Chief Solomon Ewuga, is very close to el-Rufai's. <P>There is a Police post to service the EFCC operations in the area where most of the suspects from FCT administration are detained in the first instance. <P>Mr. Success and some of the suspected syndicate members from the FCT have been in detention since February this year. <P>Some of the detainees as confirmed by the EFCC unit in the FCT Ministry are: Malam Musa Audu (FCDA), Mr. Peter Ujah (MFCT), Mr. Augustine O. Alugwo (MFCT), Malam Salihu Usman (alias NEAT) (FCDA), Mr. Augustine Onu (MFCT), Malam Isah S. Ahmed (FCDA, Mr. Natand Enache (non-staff). <P>According to the EFCC in February this year, "the syndicate specialises in land fees diversion." The syndicate allegedly attempted to divert N33 million for FCDA in April 2003; the Nigeria Social Insurance Trust Fund (NSITF) was to pay the FCDA the money. <P>According to ACP Amodu, representing the EFCC unit in the FCT Ministry, the syndicate tried this by diverting the cheque of the said amount with a fake teller and treasury receipt of Aso Savings, a finance outfit of the FCT. <P>He said that the syndicate presented a forged letter of introduction purported to have been signed by a director in FCDA to Mutual Alliance for the opening of an account. <P>But trouble began for the suspects when the clearing bank discovered there was a problem and alerted authorities of the Ministry (FCT) before the EFCC got involved. <P>Amodu, however, noted that EFCC's thorough investigation of the attempted fraud revealed the identity of the syndicate members, who are still in detention. <P>Apart from Malam Musa Audu and others, and Amuche Success, one Alhaji Ibrahim Kamba, who was zonal land officer of the Abuja Municipal Area Council (AMAC), has also been fingered. <P>Zonal land officers are the FCDA Planning and Survey staff attached to the six Area Councils, to assist in charting Customary Rights plots for allocations in the Local Councils. Such plots carry Customary rather than Statutory Rights and Certificates of Occupancy. <P>Only the FCT Minister has delegated powers from the President (or Head of State) to sign Statutory Rights and Certificates of Occupancy. The Area Council chairmen, too were authorised to sign Customary Rights and Certificates of Occupancy (R and C of O). <P>The delegated powers to the Council chairmen began under the IBB/Nasko regime (1990-1993). But a 1995 judgment by an Abuja High Court has changed all that. <P>While pronouncing that there should not be Customary Rights of Occupancy in the FCT, the Judge, Justice A. Akintan ruled that only Statutory Rights of Occupancy (by the FCT Minister) should exist. The judgment was not appealed. <P>Notwithstanding that verdict, succeeding administrations in the FCT allowed the Council chairmen to continue to sign C of O until June last year when el-Rufai came and stopped the practice. <P>Apart from FCT central administration, there are six elected Area Councils in Abuja, namely, Abuja Municipal Area Council, with headquarters in Garki, Abaji in Abaji, Kuje in Kuje, Gwagwalada in Gwagwalada, Kwali in Kwali and Bwari Area Council in Bwari. <P>Inquiries reveal that the amount the land dealers charge customers varies, depending on the location of the plots. For instance, while a residential plot in old Garki and Wuse of about 1000 square metres could go for N20 million to N30 million, plots in Maitama, Wuse Two and Asokoro of the same dimension could be sold for N35 million to N45 million. <P>However, a 2000 square metre worth of plot in the Central Business District could be sold for as much as N75 million. <P>It was revealed in MFCT/FCDA that before Malam el-Rufai arrived in Area Eleven, Abuja, the police had been investigating cases of corruption with some officers implicated in land deals involving big people. <P>"Even lawyers have been implicated in land deals. EFCC files are filled with cases involving police and lawyers. Some will appear in court soon," said an EFCC source. <P>"Sadly, no conviction had been secured since the FCT authorities began prosecuting cases," the source added. <P>But in a telephone interview, the FCT Minister said "the current computerisation of all land records and integration of all certificates of occupancy under one authority, the FCT, will take care of all fraudulent practices" <P>He continued: "Now, all the certificates obtained via the Area Councils as Customary Rights and all that, will be retrieved and reissued as long as they are genuine. <P>"Besides, we are putting new and many security features in the new ones a security printing company will print for us... As for the perpetrators of fraudulent deals, who are still in service, I reserve my comments as the 'suspects' too are assisting us to get to the roots of the matter. <P>"See me for more details on land matters. That is a serious area. But I tell you, we will do the right thing, no matter whose ox is gore.
