FRSC in Borno to prosecute motorists over seat-belts
From Njadvara Musa, Maiduguri

M OTORISTS who fail to fasten their seat-belts in Borno will now have to be prosecuted by the state command of the Federal Road Safety Commission (FRSC).

According to the sector commander, Mr. Tuma Sylvanus, the prosecution will be carried out even after such erring motorists have paid the N1,000 fine for violating such national road traffic rules and regulations.

Sylvanus decried violation of traffic rules by motorists, including the use of the Global System for Mobile Communications (GSM) handsets while driving.

He said the FRSC would not accept the complaint by some motorists that fastening of seat-belts make them uncomfortable and disturbs the wearing of traditional dresses such as Agbada.

"Prosecution is a measure to force motorists to obey the rule. Many of them prefer to pay the N1,000 fine than to comply with the regulation", the FRSC chief said.

He said that in the last two months, 84 motorists were arrested for various road traffic offences, noting that out of the arrests, 79 were over non-fastening of seat-belts in the metropolis.

Sylvanus added that in each of the commission's highway checks and patrols in the metropolis, about 20 motorists and their vehicles were impounded for violating road traffic rules and regulations.

He listed such offences as tyre and side-mirror violation, use of GSM handsets, poor headlamps and trafficators, among others.

The sector commander explained that when a motorist is consecutively fined two times by the commission for not fastening seat-belts, the affected motorist will be taken to court for committing the same offence for the third time.

Explaining the prosecution measure, the sector commander said any motorist who is fined for two consecutive times over the same offence would be charged to court when the same person commits the same offence the third time.
