W/Bank Tasks FG on Transparency

World Bank yesterday called on Federal Gover-nment to be transparent in the implementation of the on-going privatisation of public enterprises.

The new World Bank Country Director, Mr. Hafez Ghanem, at his maiden meeting with Finance Correspondents yesterday in Abuja, pointed out that transparency was essential to the success of the programme, which in turn was expected to strengthen public-private partnership and accelerate economic development.

The call came against the backdrop of controversy that trailed the transaction of the Aluminum Smelter Company of Nigeria (ALSCON) in which Federal Government was said to have denied the American core investor group, BFIG and qualified RUSAL, a Russian firm earlier disqualified at the financial bid opening for submitting a conditional bid. "Our recommendation to the government would be to carry out the privatisation in a clear and transparent manner. Looking at privatisation, I don't want to see privatisation merely as the sale of public assets but emphasis on public-private partnership by encouraging more private investors to invest in these enterprises.

"Another way is through concession or management contract," he said.

In a related development, the bank assisted Local Empower-ment and Environmental Management Project (LEEMP) formally commenced yesterday all the states participating in the project have been urged to take it as a challenge that must be met for the development of their rural communities.

The bank gave the charge through its senior task team leader, Mrs. Esther Walabai, who represented the Country Director at the launching of Enugu State version of LEEMP, saying the states should go beyond the strenuous efforts they made at the

conceptualisation state to ensure its success.
