ISPS code panacea to terrorism threat �INSB

THE recently launched International Ship and Port Facility Security Code has been described as a major instrument to counter the menace of international terrorism and security threat of all sorts such as the September 11 terrorist attack on America.
Managing Director, International Naval Surveys Bureau, Mr. Akin Olaniyan, stated this on Thursday, during a seminar organised by the bureau to educate security officers and other stakeholders in the maritime industry in Nigeria.
According to Olaniyan, �the ISPS Code contains a lot of foolproof innovations which could remarkably curb all dangers and security threats to the maritime industry if its provisions are effectively adhered to.�
He described modern life as being replete with security threats such as religious, social, economic and sadistic.
He stressed that sound security management practices should be considered essential, if loss due to terrorism, piracy and other criminal activity were to be reduced.
The ISPS Code was formally enacted by the International Maritime Organisation (to which Nigeria is a signatory) and came into force in July 1, 2004. The code applies to different types of ships engaged in international voyages like passenger ships (including high speed crafts) cargo Ships of 500 gross registered tonnage and upward and mobile offshore drilling unit.
Landmark innovations have been introduced in the ISPS Code, which surpassed and consolidate, on the provisions of Safety of Life at Sea Convention. For instance, the ISPS Code requires a Ship Security Assessment to be carried out by a shipping company for each ship in its fleet. This SSA is basically �on the scene security survey and the review of possible threat scenarios.�
Based on the conclusions of this SSA, particularly the identification of the particular features of the ship, the potential threats and vulnerabilities, a Ship Security Plan will be prepared by the company and submitted for approval by the flag administration or a recognised security organisation.
The ISPS Code also requires relevant personnel to have sufficient knowledge to perform their assigned duties with respect to the relevant provisions of SSP, to receive adequate training and to carry out drills and exercises.
Another important requirement of the ISPS Code is the provisions of specific records which must be kept on board by all Ships to which it applies.
