Why I want to break NLC monopoly -Obasanjo

President Olusegun Obasanjo, in defiance of public outcry against proposed dismemberment of the Nigeria Labour Congress (NLC) has forwarded a bill to the Senate to amend the Trade Unions Act which gives the congressmonopoly as the central labour organization in the country.
Senate President, Adolphus Wabara Wednesday read a letter accompanying the bill to the Senate.
Obasanjo in the letter dated July 15, 2004 stated his motives for the amendment thus:

"I am sending this ‘Bill to Amend the Trade Unions Act’ in order to promote the democratization of labour, further strengthen it, enhance choice for all Nigerian workers in the true spirit of the Constitution, comply with ILO requirements concerning democratization in the organization of labour unions and centers, and consolidate the values of accountability and participation."
Amongst amendments sought by the bill includes deletion of the entire Part 111 of the Principal Act which confers monopoly on NLC and also to delete the word ‘central labour organisation’ wherever it appears in the Principal Act.

An amendment is also being sought to "make it mandatory for a trade union or registered federation of trade unions by whatever name called, to first secure a resolution passed by at least two-thirds "of its members approving a strike action before it could embark on any strike.

The Trade Unions Act, if amended according to the bill would expand registration of federation of trade unions and make it voluntary, rather than mandatory for workers to contribute check off dues.
Obasanjo in his letter described NLC as a child respectively of the military era and the East/West ideological cold war.
