Senate Opposes Allocation To Non-elected Councils From Ahamefula Ogbu in Abuja President of the Senate, Chief Adulphus Wabara has said the Senate would pressurize President Olusegun Obasdanjo not to release federal allocations to any local government council without democratically elected councilors to avoid misapplication of such funds by governors of the States. Wabara said his position was informed by the trend where Heads of Personnel Management connive with State Governors to disburse allocations to Local government councils. A Statement by the Chief Press Secretary to the Senate President, Mr. Henry Ugbolue, said Wabara expressed this position at a seminar organised by the Peoples Democratic Party (PDP) for its newly elected Chairmen. Wabara, the statement said, called for care in the disbursement of allocation to Councils, as they were not being properly applied. According to the Statement, the Senate President observed that with the new practice of publishing monthly allocations to the Councils, there were no more tenable excuses why Chairmen of councils would not execute projects in their domain. "In the places where the Governors are refusing to inaugurate the democratically elected Chairmen the proper thing would be for the Federal Government to withhold the allocations to such Local government Authorities pending swearing-in of constitutionally recognized leaders in that tier of government. However, salaries and allowances of council workers should be computed by the State Assembly in such states and released accordingly", he said.
