How Lawal, Aides Ran SPEB - Commissioner

Kwara State Commissioner for Information, Alhaji AbdulRaheem Adedoyin, has given an insight into the report of the Judicial Panel of Inquiry into the activities of the State Primary Education Board (SPEB) between May 1999 - May 2003.
Adedoyin, who said during a press conference in Ilorin, described the disbursement of funds in the board as haphazard.
The commissioner disclosed that the judicial panel uncovered a large-scale of financial malpractices where the funds meant for the board was controlled externally rather than the internal mechanism.
According to him, the panel discovered a parallel bank account for the board which was operated from the then Government House.
The commissioner, who was flanked by his colleagues in the Finance and Economic Planning as well as Justice Ministries respectively claimed that of the N425 million meant to purchase certain materials for SPEB, only N21.4 million was actually used to purchase institutional materials.
He added that the balance of N52.3 million was withheld by the former Governor, Alhaji Muahmmad Lawal, which represented two months allocation of the N304 million released as contribution to the board between April and June 2002.
The panel further discovered that former Commissioner to Finance, Alhaji AbdulGaniyu Toye, collected N16 million in two installments to screen primary school teachers, which was never utilised for that purpose.
Similarly, former Commissioner for Special Duties, Alhaji Rasak Lawal, also got another "but the commission discovered that no other screening took place but a way of divesting public funds to private use."
The commissioner stated "it was also established in utter violation of the laid down rules that the state government transferred SPEB account with N173 million at the Trade Bank and opened another account with the same bank under a new name of Ministry of Finance and SPEB deposit."
"But only N63 million was actually deposited into the Ministry of Finance account while SPEB has no access to the purported joint account," he maintained.
