Makarfi wants revenue allocation to ministries, NNPC, published

ALLEGATIONS of misappropriation of funds against states and local councils have been denied by the Kaduna State Governor, Alhaji Ahmed Mohammed Makarfi.
In fact, Makarfi has challenged President Olusegun Obasanjo, who has also joined the chorus, to order a publication of financial allocations to all federal ministries, parastatals and other institutions of government in the country for the citizens to make their judgment.
The governor said that the action would sustain transparency and good governance in the polity.
In a chat with journalists at the weekend in Kaduna, Makarfi specifically asked the Federal Government to make public the Nigerian National Petroleum Corporation (NNPC) Joint Venture Account, which is under the Presidency.
The NNPC account, he stated, was close to half of the nation's budget.
The governor was reacting to controversies generated by the publications of the monthly federal allocations to states and councils in the federation by the Federal Ministry of Finance.
The states and councils, he said, would want the federal authorities to make public its audited accounts since 1999 to convince Nigerians about the government's seriousness on its transparency and accountability initiative.
Said he: "It is good we are transparent in all aspects. If the Federal Government can publish all allocation to the states and local councils across the country, let it equally turn the searchlight on itself by making public every allocation to ministries, parastatals and particularly the NNPC accounts."
He said his administration would follow suit by publishing its expenditures and revenues from 1999 to 2003.
The Minister of State for Finance, Mrs Nenadi Usman, has accused some governors of "buying off" hard currencies with their allocations.
