Emergency Rule: House Consults Obasanjo

Leadership of the House of Representatives has begun talks with the Presidency on how to fund the emergency rule imposed in Plateau State by President Olusegun Obasanjo.

THISDAY learnt that the House would use the opportunity of reconvening Tuesday next week to attend to the Contributory Pensions Bill already pending before the House after considering the appropriation for General Chris Ali to run Plateau state.

Yesterday, Director General of Budget office, Mr. Bode Agusto was sighted in the office of the Speaker, Alhaji Aminu Bello Masari apparently to consult on the subject of a supplementary budget to fund the Plateau emergency rule.

Sources also disclosed that after the Senate President, Chief Adulphus Wabara had consulted with the Speaker on the issue, it was agreed that they should meet with the executive and agree on modalities for reconvening both Houses.

It is however not clear whether any circumstances could lead to the suspension of the planned reconvention ahead of the July resumption date already slated by both chambers.

It was also hinted that the meeting of the leaders with the Presidency would be used to press for the inclusion of appropriation for the subsidy on petroleum products, the increase of which led to a general strike by labour.

The first indication that such a supplementary appropriation was possible was given by the Leader of the House, Hon Abdul Ningi when he addressed newsmen in Sokoto saying they were pressurising the executive to bring a supplementary budget to cover subsidy on petroleum products.

He explained that because of stringent clauses in the budget meant to engender transparency and accountability, it was impossible for the President to vote money from excess crude account to cover the subsidy.
