Presidency voids 79 contracts, queries 78 others

ABUJA— THE Due Process Unit of the Presidency established to ensure an effective and transparent system of economic and  financial management of Federal Government resources, has cancelled 79 contracts, queried 78 others and saved the nation  N110 billion from 457 projects reviewed by it. The cancelled contracts awarded by federal ministries and parastatals were  found to have bloated cost quotations.

The Senior Special Assistant to the President and Head of Budget Monitoring and Price Intelligence Unit, known as the Due  Process Unit, Mrs. Obiageli Ezekwesili, made these revelations in a report she presented to the Federal Executive Council  meeting. The report covered the activities of the unit between 2002 and 2003.

According to her, apart from querying 78 contracts and certifying 298 awards, 116 projects are currently under review, while  15 others are pending. Of the N110 billion saved, N18 billion was from  the Federal Capital Territory followed by the Ministries  of Works and Power and Steel with over N16 billion and N14 billion respectively. Similarly, the Due Process contract review  saved the nation some N12 billion in the Sports ministry, N8 billion in Transport, N5 billion in Communication, N4 billion, N3.5  billion and N3 billion in Water Resources, Education and Information respectively.

Mrs. Ezekwesili said the vetting of contracts was to ensure that they align with government’s strategic and sectorial priorities,  regretting some constraints in her office which she listed as office space, inadequate staff, Internet access/website, resident Due  Process issues, misrepresentation of the role of BMPIU, capacity building of the spending unit, and resistance to change.
