Ex-World Bank Consultant Heads JDA The Joint Development Authority, (JDA), the body managing hydrocarbon resources in the Joint Development Zone of the Gulf of Guinea on behalf of Nigeria and the Republic of Sao Tome and Principe, at the weekend released details of its new chairman, Dr. Carlos B. Gomes. Gomes who until his new appointment, was the deputy director at the Monitoring and Inspection Department of the authority since April 2002, was a former consultant of the World Bank on roads and coastal shipping project appraisal mission in Mozambique, Maputo between September and October 1991. "For the past six years (since 1997) he worked in Sao Tome and Principe oil sector mainly in downstream, first as an adviser to the Primer Minister then as CEO of STPpetro (National Oil Company) and lastly as a member of the STP National Oil Commission, chaired by th President of the Democractic Republic of Sao Tome and Principe," the JDA said. Gomes succeded Nigeria's Dr. Umar Tijani, who supervised the opening of bids for eight oil blocs in the JDZ last year and the award of bloc 01 last month under a joint venture agreement to ChevronTexaco, ExxonMobil and Equity Energy Resources (EER).
