Obasanjo Signs Pension Bill From Josephine Lohor in Abuja President Olusegun Oba-sanjo yesterday, after signing the Contri-butory Pension Scheme Bill passed and adopted Wednes-day by the National Assembly, apologised to "all pensioners who have experienced deprivations and pain on account of unpaid or irregular payments." The President, who said his administration had "inherited a totally decayed system and we have been working very hard to fix it," added that the Federal Government after a long time-would "start building up a stock of funds that is not hot money" that would be available for long term development in agriculture, industry, manufacturing, information technology, mining and infrastructure. In his address at the signing ceremony which was attended by Senate President Adolphus Wabara, Speaker Bello Masari and Deputy Senate President Ibrahim Mantu, described the situation where funds for pensioners are not available as "nothing but cruelty to the extreme." He noted that "we are firmly set on the path to eliminate the humiliating and embarrassing situation where a worker gives his or her energy, creativity and productivity to the nation in meritorious service and gets to the point of retirement, only to find that the pension funds are just not there."
