Operate Within Your Jurisdiction, FRSC Urges VIOs

Federal Roads Safety Commission (FRSC) has advised members of the Vehicle Inspection Officers (VIOs) in the Federal Capital Territory (FCT) to restrict their activities to vehicle inspection and testing of applicants for fresh drivers license and not engage in other activities not ascribed to the agency.

The Commission said this advice became imperative because the VIOs have been engaging in arbitrary arrest, impounding and imposing of fines on offenders for offenses not within the purview of their jurisdiction.

Corps Commander and Head of Public Education Department of the FRSC Mr. Yakubu Attah who disclosed this to newsmen in Abuja yesterday further accused the VIOs of extortion by selling the drivers form, "RS Form NDL-15R" meant for free distribution to the ignorant public without issuing receipts for such sales.

"The VIOs have concerned themselves with revenue matters at the expense of safe motoring. If they are efficient as they claim, why should there be rickety vehicles all over our roads, " Attah queried.

Attah also accused the VIOs of plagiarizing the FRSC Highway code and selling same to unsuspecting public at exorbitant prices, again without receipts. He described such acts as criminal.

The Corps Commander also indicted the VIOs as being responsible for the exorbitant cost and difficulty encountered by the public in obtaining the drivers license and the vehicle plate numbers, claiming that the "problem of the vehicle plate numbers is caused by stealing, hoarding and touting by the VIOs."

Attah described as false and misleading allegation that the difficulty encountered by motorists in obtaining the vehicle plate numbers was caused by the inability of FRSC to meet the request of motorists.

Reacting to the statement credited to one Mr. Eke Richard of the VIO that the FRSC was yet to produce 20,000 vehicle plate numbers ordered by it, Attah described the claim as completely false, noting that FCT's outstanding request from it stood at 1,711 (vehicle plate numbers) and 500 (motorcycle plate numbers) as at last week, June 21, 2004.
