Why Weve Achieved Appreciable Success, by Nnamani
From Cletus Akwaya in Abuja 11.11.2004
Enugu State Governor, Dr. Chimaroke Nnamani has said the achievements recorded by his administration were possible because he and members of his administration have made a decision to serve God through humanity than serve powerful individuals. Nnamani spoke in Abuja after inspecting work at the State Liaison sOffice complex under construction in the Central Business District, Abuja for which contract was awarded for N920 million. He said he was determined to see that the complex was completed and commissioned before the end of the year. "There is time in the life of a man when you have to make a decision whether to serve man, serve God or serve History. We have decided to serve God and stay on the side of history and legacy," he told the cream of Enugu Community in Abuja who witnessed the brief ceremony. Among those present were members of the National Assembly from Enugu state, Commissioners, stalwarts of the ruling-Peoples Democratic Party (PDP) Chairmen of the 23 Local Government Councils in the state as well as traditional rulers. The Governor said in conduct of state affairs, his concern has been to bequeath worthy legacies to the coming generations. This, he explained, informed the award of the contract for the project in April 2001 even when it was not clear where the money would be sourced to pay the contractors. He disclosed that N800 million had been paid to the contractors and assured that the balance of N120 million would soon be paid to enable the contractors complete the job on schedule. "You can call all the Quantity Surveyors in the World to evaluate this building and they will tell you that this project would cost over N920 million. In other words, no kobo entered the purse of any official of Enugu State Government," he stated adding, " what we do in Enugu is that we get the Commissioner of Works and his team to evaluate a project after which we add 10 per cent as profit for the contractor and another 10 per cent for contingency, this is why we are able to execute all the projects." The Governor pledged to complete several other projects being executed by his administration in the next one year including the permanent complex of the Enugu state University of Science and Technology(ESUT), the ESUT Teaching Hospital, the ultra modern judiciary complex, international conference centre which has facilities for 5,000 main sitter hall, 1,000 capacity meeting hall and another mini hall for 600 people, a 200 room -hotel as well as various road projects in parts of the state. Senator Ike Ekweremadu who spoke on behalf of National Assembly members commended the Governor for adopting cost saving measures to ensure availability of funds for infrastructural projects. "When people say Governors travel out of the country every month after the monthly allocations to put money in their accounts, I get very upset because I come from a state where such a thing does not happen" Ekweremadu stressed noting that the governor has not traveled outside the country for vacation in the last three years. Enugu State Chapter Chairman of the Association of Local Governments of Nigeria (ALGON), Hon. Chidi Nwafor announced a donation of N20 million on behalf of the 23 Local Government councils in the State to assist the state government in the payment of the contractors.
