Paucity of funds may mar 2005 census, official warns

DESPITE a pledge by the European Union (EU) to provide about 50 per cent of the N64 billion needed for the conduct of the national census next year, the exercise may still be marred by paucity of funds, an official of the National Population Commission (NPC) Dr. Bode Iwaloye, has warned.
The commissioner, who represents Ondo State on the commission, raised the alarm at the weekend while declaring open a seminar organised for the census publicity committee in Akure, the Ondo State capital.
He said several pre-census programmes preparatory to the actual head count were already suffering from lack of funds.
According to him, the only way to achieve a hitch-free census exercise is for all stakeholders to jointly finance the exercise since the burden seems to be too large for the Federal Government alone to carry.
In an address read to the Ondo Census Publicity Committee, whose membership is drawn from both the government and the private sector, Iwaloye said, "census all over the would is a joint venture.
"It is a joint responsibility of all tiers of government, that of the public and private sectors and the concern of both national and international communities.
"Executing a national census is a gigantic assignment not only in terms of funding but also in creating public awareness and generating support among the entire populace."
He listed among the pre-censal activities already suffering from funds paucity, the already completed phases one and two of the enumeration exercise, "which was supposed to cover 200 Enumeration Areas nationwide but had to be restricted to 10 Enumeration Areas in Abuja due to lack of fund."
