IPMAN Flays FG’s Inability to Repair Refineries

Independent Petroleum Marke-ters Association of Nigeria (IPMAN), yesterday condemned inability of the Federal Government to rehabilitate the nation's four refineries four years after contracts were awarded for Turn Around Maintenance. It accused the Federal Government and the Nigeria National Petroleum Corporation (NNPC) of "paying lip service" to the issue and warned that unless the refineries were revived to refine crude oil locally, the policy of deregulation of the downstream sector of the oil industry would continue to witness hiccups. Chairman of IPMAN Warri Depot, Mr. Clement Obayendo who gave the warning at the Ordinary General Meeting (OGM) of the association said the policy of deregulation must be clearly defined and every contradiction eliminated if the Federal Govern-ment wanted stakeholders in the industry, including petroleum products marketers to fully support the implementation of the policy. Obayendo expressed disappointment that IPMAN members were still being subjected to the rigours of paying the Petroleum Equalisation Fund (PEF) and the National Transport Allowance (NTA) when such taxes ought to have been abolished with the coming of deregulation. According to him, the association was not opposed to reforms in the downstream petroleum sector as long as it do not constitute a cog in the wheel of progress for marketers or lead to undue hardship in the larger society. The recent threats of indefinite strike which generated tension in the polity, Obayendo noted, would have been avoided if policy implementers had done enough homework on the deregulation as it affect demand support and process of petroleum products. Meanwhile, a 14-man executive council, with Obayendo as Chairman, has been elected to pilot the affairs of (IPMAN), Warri branch for the next three years. Those elected included Akpos Edafehowtu, Vice Chairman, Isima Ambrose, Secretary; Ufuoma Oberabor, Assistant Secretary, Ofualaba Samson, Public relations officer; Benjamin Odjugo, auditor; Oluwole Julius, Treasurer and Yusuf Baba, financial Secretary. Others are: Tajudeen Alabi, conflict resolution officer; Victor Ifezue, welfare officer and John Kekeocha, political adviser to the Chairman.
