Lagos Unfolds New Waste Disposal Strategy

Lagos State Government has put in place new strategies for waste collection, evacuation and disposal. Among the strategies are appointment of specialised waste management consultants, who are to be paid by government, while residents are to pay directly to banks. Commissioner of Environment, Tunji Bello, who revealed the strategies yesterday at a stakeholders meeting on waste management, explained that it was the practice all over the world, and called on Lagosians to cooperate with the consultants and government. Bello said failure to cooperate was an offence which could attract as much as N20,000 fine or closure of houses. According to the new strategies, occupant of a one-apartment room is to pay N50 tariff for refuse collection per month. N150 for occupants living in one bedroom flat, N200 for two bedroom flat and N300 for three bedroom flat and above. Also, lock-up shops (small markets) attract N100 per shop, N200 for medium markets and N250 for large markets. Bello, who represented the Deputy Governor, Femi Pedro at the occasion, emphasised that Lagos was becoming the dirtiest city in the world due to the bad habits of residents, and called for a change, ascribing it to the rapid population growth in the metropolis. "If you really want our state to progress, cooperate with us. Individually, we know how much we spend, if we give our refuse to cart pushers. If you do your analysis well, you will realise that you spend more with cart pushers. The problem of waste management has been with us over the years. But there is got to be a change. How do we solve it. We need to move with time", he said, explaining that in Ghana, Egypt, among others, government vests the duty of waste collection with specialised groups and individuals. "We adopted the private sector participation (PSP) approach. In this regards, they move from one house to another collecting the refuse. But the problem arises when you don't pay, they don't collect your waste. But that has changed. Just put your refuse outside the agents will carte them away and government will pay them", he said. Already, he said, the new strategies have become operational in Isheri-Ketu and Agboyi Local Government areas, with the appointment of two consultants, namely, COMPU-Waste and Yerima CMS.
